Netmedic
Netmedic is the tool to use if you want to see how fast your cable modem is going.  It's a better judge than Netscape/IE speed indicator.

John Navas' Speed Tweaks
Another site that has lots of great information about speed tweaks and getting more performance from your cable or xDSL modem.
AnySpeed
AnySpeed lets you specify a web site, packet size, interval and more and will report to you, in a handy graph format, the speed of your connection.
DUMeter
DU Meter lets you see how much of your full bandwidth is actually utilized at any given point in time in a real-time graph or numerical display.
Tweak DUN
Changes "hidden" default settings in Windows  registry to "tweak" most Network Adapters, including DUN. Usually promotes faster Internet D/L speeds
